403 VOLUME_CONTROL_DISALLOW on Volume Change for Set Playback Volume

My Question or Issue

I am having an odd case with the Set Playback Volume endpoint for a specific user. They're using the regular Spotify windows app, but we have also tried other devices like an iPhone, but it always returns a 403. 

The code itself seems to be fine as I myself am unable to reproduce and no other users encounter the issue. So I wonder what might be the cause for that.

Other endpoints work without any issues.
